Design and construction of a new facility on 10.26 acres of land leased from the Spokane International Airport. The project was constructed adjacent to an existing waste-to-energy facility owned by Waste Management.

The new facility was designed to process and market all recyclables, including items not previously accepted for recycling, such as additional plastic containers, tubs, clam shells, milk cartons, juice boxes, all paper products, cereal boxes, beverage boxes, glass bottles, jars, tin and aluminum cans, and small scrap metal: including old pots and pans, foil, and pie tins.
